That local handoff makes VINELink an intended status channel for people reported by participating agencies. VINE receives events from the source agency and relays them. It does not issue a judge's order, close a Cass County Jail booking, decide parole, or calculate a Missouri prison sentence.
The shared local custody portal covers the Cass County Sheriff's Office and Belton Police Department Jail. VINELink services and event types can still vary by participating facility. Search results must be read at the agency level. A match from Belton should not be treated as a Cass County Jail record merely because both facilities serve the same county and share a public portal.
Missouri prison events may also flow through VINE, but the Missouri Department of Corrections active-offender search remains the source for an active institutional or field assignment. A status date is not always the same as a physical door time. A release event can also be followed by a transfer, another hold, or state supervision. A notification PIN is not the same as account verification. Phone and TTY workflows use a PIN to acknowledge a message and stop repeat calls. Current VINELink material also says a four-digit PIN may be required for SMS and may be needed to modify notifications. Email or text account setup can separately send a verification code. Follow the prompts for the chosen channel rather than applying the phone process to every method.
VINE warns users not to rely on notice alone. Delivery can fail, event options can differ, and the source agency's update can arrive after the real-world event. A no-match has several possible causes. The person may be outside participating coverage, beyond the display period, transferred, entered under a different spelling, or affected by source-data lag. A disabled notification option may mean that a specific event is not offered for that record. None of those outcomes proves that the person was released to the community.

Cass County Registry Alerts Are Separate
The Missouri State Highway Patrol Sex Offender Registry is a different notification channel. It applies only to people who have a legal duty to register. Its search can use name, date of birth, location, county, and address type. Address categories include Home, Work, School, Temporary, Incarcerated, and Out-of-State. For a lawful released-person inquiry, Home, Temporary, or All may be more relevant than Incarcerated.
A registry record does not confirm when Cass County Jail released someone, why the release occurred, or whether a sentence ended. It reports registration and an address category for the covered population. The registry also offers its own absconder search and email notifications. Those features should not be described as a general VINE release alert or a countywide released-person list.
The official MSHP registry search is the source for this separate statutory record. Corrections can be directed to the local registration official or MSHP under its published process. Cass County's SOAR Unit handles local registration duties for covered people, including required in-person reporting after release. That local duty still does not turn the registry into the source jail release record.
